What is NGP
A National Award for fully sanitized and open defecation free Gram panchayat, blocks and district under Total Sanitation Campaign
Eligibility for NGP
- 100% sanitation coverage of IHLs
- 100% school sanitation( primary & secondary schools-separate toilets for boys and girls in co-education schools)
- Toilet coverage in Anganwadi centre
- Free from open defecation, dry latrines and manual scavenging
- Clean environmental maintenance
- Toilet should be used by all concerned Who can get the award

- Individuals and Organisation, who have been driving force for the effecting full sanitation coverage
NGP incentives
Gram Panchayat – Rs. 2 lakhs for 5000 population and 4 lakhs for above 5000 population
Block: Rs. 10 lakhs for 50000 population and 20 lakhs for above 50000 population
District : Rs.30 lakhs for 10 lakhs population and 50 lakhs for 10 lakhs
Individuals : Rs. 10,000/- for GP, Rs. 20,000/- for Block and Rs. 30,000/- for District
Organization : Rs. 20,000/- for G.P, Rs. 35,000/- for Block and Rs. 50,000/- for District
NGP Selection Procedure
The GP, Block and District will submit the proposal to the OSWSM through DWSM as per the prescribed application format.
The proposal will submit to Govt. of India after the independent evaluation by OSWSM
Govt. of India may engage independent evaluator or multi-disciplinary team(s) to assess the status of full sanitation coverage.
The National committee will finalize the proposal
Utilisation of NGP Incentives
The GP, Block and District will prepare action plan for utilisation of the NGP incentives
The focus should be on solid and liquid waste disposal, waste disposal, drainage facilities and maintenance of sanitation standard in the PRI area
Improvement of old, existing school toilets,
Water supply facility specially in the school toilets.
Sanitation facilities in public institutions such as health centres, sub centre, GP office etc.

Eight Gram Panchayats of Orissa got National Nirmal Gram Award for the first time in the year 2006.

Steps for Achieving NGP
- Formation/activation of Block level Committees
- Distribution of areas/GPs among leading block level stakeholders( BDO, MO, JR, SI/BRC, CDPO, BEE, NGO, GPO)
- Formation/activation of GP level committee
- Meeting of GP level stakeholders( School teachers, Sarapanch, PS member, ASHA, ANM, VLW, Panchayat Secretary, NGOs, SHGs, Anganwadi workers
- Allotment of village/households with the GP level stakeholders
- Village level and households intervention by the stakeholders
- Selection and promotion of rural sanitation centre and sanitary mart in the area
- Monthly/fortnightly review of the progress at GP and block level.
