Convergent Mass Campaign On Total Sanitation
Total Sanitation Campaign (TSC) was launched in 1999 advocating a shift from high subsidy to a low subsidy regime, greater household involvement, demand responsiveness, and providing for the promotion of a range of toilet options to promote increased affordability. TSC is implemented in a campaign mode-taking district as a unit so that full saturation in terms of households, Anganwadi and school toilets can be attained which would result in significant health benefits.
Main objectives of TSC
- Bring about an improvement in the general quality of life in rural areas
- Accelerate sanitation coverage in the rural areas
- Generate demand for sanitary facilities through awareness and health education
- Cover all schools and Anganwadis in rural areas with sanitation facilities and promote hygiene behavior among students and teachers
- Encourage cost effective and appropriate technology development and application
- Endeavour to reduce water and sanitation related diseases.
TSC in Orissa
Total Sanitation Campaign was launched in 1999 in three pilot districts; Balasore, Ganjam and Sundergarh as a step towards realizing the suggested reforms in the sanitation sector. The programme is currently being implemented in all the 30 districts of the State. It plans to provide sanitation facilities to all households by 2009-10.

“Sanjog” – An intensive mass campaign
So far under the TSC programme only 18 % individual household toilets have been constructed. Sanitation is more a social issue than engineering work. It is about change of attitude and behavior of people. It takes time for the community as well as individual family to understand the programme and construct toilets. Considering these issues Orissa State Water & Sanitation Mission of Rural Development Department is launching an intensive Mass Convergent Campaign for successful implementation of Total Sanitation in the State from 18th-30th June 2007 in convergence with Women & Child Development, Health & Family Welfare, School & Mass Education, Panchayati Raj departments. All these departments have joined together in the intensive campaign which is named “SANJOG”. The campaign aims to mobilize the front line grassroot level and 1st level of mobilisers/motivators of the respective departments to first construct toilets in their households under the TSC programme so that they can ideally motivate others in the village to have toilets in their households. The focused target group of stakeholders consists of :
- Ward members - 87000 ( P.R. Deptt.)
- Self Employed Mechanics - 9000 (P. R. deptt.)
- Sikhya Sahayaks - 45000 (S & ME Deptt.)
- Anganwadi workers - 36000 (W & CD deptt.)
- ASHA workers - 35000 (H & FW deptt.)
NGOs, SHG leaders, AW helpers, Primary School teachers and civil society organizations are being requested to join the campaign.
Action plan for the campaign
- A workshop was held on 13th June 2007 for the NGOs involved in implementation of TSC as a preparatory action for speedy implementation of Convergent Mass Campaign in the State.
- A Mass Rally is being organized on 18th June, 2007 at 6.30 A.M. from Jayadev Bhawan, Bhubaneswar to spread the massage on sanitation.
- The State level Convergent Mass Campaign will be inaugurated by Shri Naveen Patnaik, Hon’ble Chief Minister, Orissa on 18th June 2007 at 5.00 P.M. in Jayadev Bhawan, Bhubaneswar. It is also being attended by the Hon’ble Ministers of the five convergent departments. Apart from the meeting for launching of the campaign there will be felicitation of 33 Nirmal Gram Puraskar Awardees and 3 best NGOs promoting NGP. Other State level awards consists of (1) Best NGP performing DWSM, (2) 3 Best schools for sanitation, (3) 3 best Anganwadi centres promoting sanitation, (4) 3 best sanitary Production Centres and (5) Best news paper promoting cause of sanitation.
- At district level there will be a Press briefing by the respective Collectors and Chairman, DWSC on 20th June, 2007.
- District level mass campaign and sensitization programme will be held in 30 best TSC performing blocks on 21/6/2007
- Special Block level meeting of PRI functionaries and other stakeholders will be held in 254 blocks on 22/6/2007 to facilitate implementation of “SANJOG” campaign.
- District level mass campaign and sensitization programme will be held in 30 least TSC performing blocks on 23/6/2007 for sensitization of different stakeholders.
- GP level sensitization and mass campaign on implementation of TSC and construction of toilets in the household of target groups consisting of PRIs, Anganwadi workers, ASHA workers, Sikhya Sahayaks, NGOs, SHG leaders and other members from 24th-30th June in phases.
- Intensive mass awareness campaign will be held in 440 villages of 30 districts selected for implementation of Pipe Water Supply Schemes during 2007-08 for construction of toilets within 3 months.
- Hon’ble Chief Minister has issued a letter of request to all Members of Zilla Parishad, Chairperson of Panchayat Samiti and Members to participate in the programme with construction of a toilet in their own households. Similar letters have been issued by Hon’ble Ministers of School & Mass Education, Women & Child Development, Panchayati Raj & Parliamentary Affairs and Health and Family Welfare to the focused target group.
- Regular video clipping on sanitation massages is being telecast/broadcast in the Television( Doordarsan) and All India Radio. It is being followed up with publication of articles in different news papers of the State.
- Supply chain management is being ensured at the district and Block level for construction of Individual Household Toilets, School and Anganwadi toilets during the campaign.
It is expected the campaign will generate demand among the target people and the community at large for construction of toilets. The campaign is expected to build a rapport and partnership between the stakeholders of the convergent departments for successful and timely implementation of toilets and its use. This campaign will accelerate the process of building a clean, healthy and prosperous Orissa.
