According to the 2001 census, out of a total of 6,782,879 rural households, 523,272 (7.7%) had individual household latrines. The three types of latrines, pit latrines (209, 472), water closets (223,290) and other latrines (90,510) were included in the census. As a further point of reference, in Balasore, Ganjam and Sundargarh, the three Sector Reform Districts, it was 9 percent, 11 percent and 6 percent respectively.

During the period of the TSC programme, there has been a dramatic increase in annual toilet construction figures, reflecting the impact of the awareness campaign and the IEC strategy. This achievement is also linked to the TSC coverage, where up to 2002 only five districts were in the project, in 2003 this increased to 15 and from 2004 all 30 districts of the state have been involved.
