State level Consultation on School Sanitation and Hygiene Education A state level consultation on School Sanitation and Hygiene Education was jointly organized by Orissa State Water and Sanitation Mission (OSWSM), Orissa Primary Education Programme Authority (OPEPA) and UNICEF from 17th to 18th August 2004. Hon’ble Minister, School and Mass Education, Sri Nagendra Kumar Pradhan inaugurated the programme. Sri.Aurobindo Behera, Commissioner-cum-Secretary, Rural Development Department, Sri.S.B.Agnihotri, Commissioner-cum-Secretary, Women and Child Development Department, Sri Jagadananda Panda, Commissioner-cum-Secretary, School and Mass Education Department, Sri Santosh Sarangi, Director, OPEPA, Sri Madhusudan Padhi, Director, Elementary Education, Sri P.C.Rath, Chief Engineer, OSWSM, and Mr. Tom Olsen, State Representative, UNICEF were the other dignitaries present in the two day workshop. Engineers of Rural Water Supply and Sanitation (RWSS) Divisions, District Project Coordinators, Sarva Sikhya Abhiyan(SSA) and District Primary Education Programme(DPEP), Technical Consultants, SSA, Project Coordinators, SWSM, and Project Officers, UNICEF-Education and Water, Environment and Sanitation participated in the workshop. It was decided that State Core Team comprising 12 members, 5 from SWSM and 7 from Education (SSA-3, SCERT-2, DEE-2) would be constituted. District Plan of Action would be prepared for all 30 districts. State Project Coordinators would facilitate the preparation of these Action Plans. A District Core Team would comprise Collector, Executive Engineer, RWSS, DPC, SSA, State Project Coordinator, SWSM, DI of schools and a representative of UNICEF. It was also decided to lay emphasis on consensus and inter agency convergence for developing child friendly environment, development of designs and materials, promoting hygiene behaviour and community mobilization. A decision was also taken to prepare the State Plan of Action after the completion of the District Plans of Action.
Orientation Programme of NGOs and SHGs An orientation programme on Total Sanitation Campaign was held at Sonepur on 8th September 2004. Representatives of non-governmental organizations, community based organizations and self help groups, which assist the District Water and Sanitation Mission in carrying out community mobilization activities and generating demand for individual household toilets, participated in the two-day programme. Emphasis was laid on the involvement of women and participation of users in the campaign.
Sensitization Programmes Sensitization programmes have been held in Khordha, Jagatsinghpur and Puri districts during October and November 2004. These programmes provided the right atmosphere for key stakeholders to renew their commitment to the implementation of TSC in the project districts.
Khordha A district level sensitization programme was held on 19th October 2004 in Collector’s conference hall. Sri Aurobindo Behera, Commissioner-cum-Secretary, Rural Development Department, delivered the keynote address. He laid emphasis on the campaign mode adopted by the Mission. There has to be an integrated effort of the district administration, other departments such as Education, Health, non-governmental organisations, PRIs, and people themselves. The campaign would be successful only if every household had a toilet and the members of the family used it, he said.
Sri.P.C.Rath, Chief Engineer cum Director, OSWSM showed model designs to be adopted for the construction of school toilets. The President, Zilla Parishad assured the members that he would monitor progress of TSC on a regular basis. The Collector, Khordha laid emphasis on the involvement of MPs, MLAs, representatives of Panchayati Raj Institutions, NGOs and implementing agencies in the campaign.
Chairpersons of Khordha and Chilika blocks also spoke on the occasion. Regional Director, Water Aid, Orissa, Sri.Anand Sekhar said that Orissa is one of the ten states in which his organisation works. He pointed out that a toilet is absolutely necessary for better health, women’s privacy, self-esteem and safety. Posters on safe water and sanitation were displayed and project guidelines were distributed among participants. Sankalp, a film on Total Sanitation Campaign produced by SWSM, was shown on this occasion.
Jagatsinghpur On 28th October 2004, a district level sensitization programme was held in the Collector’s conference hall. President, Zilla Parishad presided over the programme. Hon’ble Member of Parliament, Jagatsinghpur, Commissioner-cum-Secretary, Rural Development Department, Chief Engineer, Orissa State Water and Sanitation Mission, Vice Chairman, Zilla Parishad, Collector, Jagatsinghpur, Engineers of RWSS division, Cuttack were present. Representatives of all implementing NGOs, Zilla Parishad members, Panchayat Samiti members, Junior Engineers of RWSS, Project Coordinator, OSWSM and other members of DWSC attended the programme.
In his address, Hon’ble Member of Parliament said that the success of this campaign largely depends on the attitudinal change of people and the involvement of the community. The Commissioner-cum-Secretary, Rural Development Department said that efforts should also be made to convince the APL families, besides lending support to BPL families. The field engineers of RWSS should do the quality inspection and see that the toilets are designed as per technical specification. The Collector assured the members that he would see that the campaign is a success in the district. President and Vice President, Zilla Parishad and the Chief Engineer, OSWSM also spoke on the occasion.
Puri A district level sensitization programme was held in Puri Town Hall on 10th November 2004, in which Hon’ble Speaker, Orissa Legislative Assembly, MLAs of Satyabadi and Pipili , President, Zilla Parishad, Commissioner-cum-Secretary, Rural Development Department and the State Representative , UNICEF were present.
In his address, Hon’ble Speaker dwelt upon the importance of clean environment necessary for a healthy and dignified life. In his keynote address, the Secretary reiterated that age-old habits cannot be changed by the traditional approach of programme implementation. Community mobilization holds the key to the success of the campaign. Speaking on the occasion, Mr. Tom Olsen, State Representative, UNICEF, Orissa Office emphasized that Total Sanitation Campaign is an indispensable method to achieve and sustain development. He reiterated UNICEF’s commitment to ensure an environment for the growth and development of women and children in particular.
President, Zilla Parishad called upon all the implementing agencies to proceed in a coordinated manner to achieve success in the campaign. Director, OSWSM made a power point presentation on the TSC and Swajaldhara programme. MLAs of Satyabadi and Pipili also spoke on the occasion. An interactive question-answer session was organized in the post-lunch session to address various issues pertaining to programme concepts, implementation modalities, technology and finance.

Programme: On 4th January 2005 at 10:00AM in Sahid Bhawan, District Water and Sanitation Mission, Cuttack had organized a District level Orientation, which was chaired by the President Zilla Parishad. The objective of this programme was to sensitize all stakeholders to renew their commitment to the implementation of TSC in the district.
TSC Lunching Programmes District level TSC launching programme were organized in Kendujhar, Mayurbhanj, Gajapati, Anugul, Dhenkanal, Nuapada, Boudh, Sonepur, Sambalpur, and Bargarh districts. The objective was to sensitize the district & block level officers and Panchayati Raj Institution members on TSC program. The Members of Parliament, MLAs, Presidents, Vice-Presidents and Members of the Zilla Parishads and Chairpersons of Panchayat Samits, District level and Block level officers and NGOs participated in the launching programme.
Keonjhar A district level startup workshop on Total Sanitation Campaign was held on 11.01.2005 at 11 A.M. in the Durbar Hall of Collectorate, Keonjhar under the Chairmanship of President Zilla Parishad. Miss Mamita Naik, President Zilla Parishad, expressed that the Sanitation Campaign in the district is a noble one and invites all the PRIs from GP to district level to participate and promote this activities for the success of the programme.
Mayurbhanj A district level startup workshop on Total Sanitation Campaign was held on 28.1.2005 at 11 A.M. in the DRDA Conference hall under the Chairmanship of President Zilla Parishad. Hon’ble Minister Fisheries and Animal Resources Development Hon’ble Minister Fisheries and Animal resources Development, Textile and Handlooms, GoO Sri. Golakh Naik in his address said that people should have positive attitude at all level. When people start demanding then only it will be a successful programme, for that we have to create awareness. People have to be convinced to contribute for creating a sense of ownership. Sri Prahallad Purti, MLA Bahalda , Sri. Sambhunath Naik MLA Jashipur, Sri Sananda Marandi, MLA Kuliana, expressed that To make the TSC programme successful the Govt. Official and leaders should work together.
Gajapati A district level startup workshop on Total Sanitation Campaign was held on 08.02.2005 at 10 A.M. in the DRDA Conference hall under the Chairmanship of President Zilla Parishad. President Zilla Parishad placed his presidential remark and said that this programme targets towards a complete change in the lifestyle of people of Ganjpati. He also shared that in order to lead a healthy life people have to change their age old practices without neglecting the fact that poor sanitary practices leads to ill health and sufferings.
Anugul District Water and Sanitation Mission, Angul organized a startup workshop on 24.02.05 at DRDA Conference hall to mark the launching of Total Sanitation Campaign in the district. Honorable, MLA Talcher said TSC should be a part of daily life. The program should be taken up on a “election campaign” footing, persuade people through house to house visit to adopt sanitation practices.
